Wrap: Tax cuts have become a major legislative priority for many Republicans in Missouri this year who worry that the state will struggle to keep up economically with Kansas.

And St. Louis City Republican Representative Dwight Scharnhorst says Ronald Reagan was right: government is the problem and Missouri needs to slash rates.

But, the left-leaning Missouri Budget Project says tax cuts in Missouri will cause harmful cuts to state services.

The House committee made a minor change to the Senate bill to require that the increase in revenue from the previous fiscal year must exceed 100 million dollars for the tax cut provisions to take effect.
