Republican Senator proposes campaign and lobbying reform legislation

Lobbyists hoping to win over the hearts and votes of state legislators could soon have a harder time. Tim Walker has more from the state Capitol.

"We've got too many staff members who are accepting too many opportunities like this."

State Senator Kevin Engler and the rest of the finance committee had plenty of questions about proposed legislation to limit lobbyists' power in the Capitol.

Republican Senator Charlie Shields is sponsoring the bill that would ban lobbyists from paying for trips and concerts for legislators unless it is approved beforehand.

And Shields says legislators and lobbyists should only be talking business.

The bill would also ban campaign contributions while the legislature is in session.

St. Joseph Republican Charlie Shields is proposing legislation that he hopes will clean up the halls here at the Capitol.

Shields' bill would require legislators to electronically report campaign contributions every 24 hours.

"Most members of the Missouri Senate are operating under campaign finance laws and lobbyists disclosure laws that were passed that we inherited and every so often it requires a review of those laws, and I think that time is now."

The bill also bans campaign contributions during a legislative session.
