Holden agreed with some parts of the republicans' budget plan, like more withholdings of state agency programs.
But he says overall the republican proposal would leave him with a negative budget at the end of this fiscal year.
Holden says if republicans don't agree to use more from the tobacco settlement fund this year, the cuts will come from education.
